I'd argue to the contrary. Chasing tail is just that...a "chase". Doesn't guarantee you'll get it. Punting on the hand gives you what you want without the silliness and games that can go with chasing.

Have I agree with you. He is probably looking for something lacking from NSA, something deeper. Sorry to say but that something is probably a proper relationship with all the strings attached, good and bad.
