Short answer-NO but its not quite as straightforward.
For me it does but for the vast majority it doesn't but I am also not sure if they would put 'bilingual' on their ad. As far as Purple kingdom is concerned I would probably guess most have a bit of English knowledge if not fluency. But bilingual in this realm def doesn't necessarily mean only English and Afrikaans. In fact the number of us who are proficient in afrikaans is minimal.
I think here is where race of the advertiser comes in. White or coloured - probably English and Afrikaans.
I am reminded of someone who also advertised as Nadia in order to ride on my coat tails and she had a similar build but on a smaller scale and said she was coloured. Guys caught her out cos she couldn't speak Afrikaans
