According to the SARB (South African Reserve Bank), this is illegal and should be reported:
8.5 'No surcharge' rule: In South Africa, merchants are not allowed to surcharge consumers when they use a card to purchase goods and services. The 'no surcharge' rule aims to prevent discrimination against any cardholder by adding additional fees for using a card.

Personally I don't charge extra when my regulars want to pay by card but i do incur a fee that I have to pay. I think it should be acceptable to pay a small extra surcharge if you choose to use that method of payment due to convenience.
It will cost you the same in fuel, banking fees, time, etc, drawing cash if you think about it but that's just me :)
