In today's Rapport newspaper, they quote a study from Stanford University which was conducted on a representative sample of 3330 people in Santa Clara, California. They found that the actual infection rate was between 50 and 85 times higher than the people officially tested positive, I.e. when sample scaled up, between 48,000 and 81,000 had the virus versus official number of only 956.the death rate is this significantly lower, since when calculating the death rate, you need to take all the infected numbers into account.
Also in Germany, a different study in the town Gangellt, they found that 14% of people had a natural immunity to the virus.The University of Bonn found that the death rate for Germany is probably 0,37% vs the official 2% (when taking into account all the people without symptoms).
That Stanford uni paper is being ripped apart by experts. There are too many assumptions, non representative sample of people has been tested, facebook was used to enroll people and there is a high probability that the people only enrolled to get a free test, and the biggest factor is that two multipliers has been thumb sucked and not determined. These multipliers is used to adjust the data for the population. One is above 2 and the other one is above 4. Compare that to other states in the USA where they determined these multipliers via tests, those multipliers was 0.2 and 0.6 respectively. If those values are used it will change the total number of infections in Sana Clara to 16% more than the known cases and not 50-85 times more. Other papers around the world estimates the amount of cases above the current known cases is more in the region of 20-50% more. A far cry from the 50 to 85 times more. So, I call Bullshit!!!
Further, you can't use the mortality rate in germany and apply it everywhere. It doesn't work like that. By just looking at the flu, The mortality rate of the flu in the US is 0.1% but in places in Africa it is as high as 3% and in some countries in Europe at 1.8%. It differs from region to region. Same applies to the corona. Will it be lower than what it currently is, yes. By how much? We don't know yet. This pandemic must first run its course and after a couple of studies and in a few years time we will only know the real mortality rate.
And yes, probable corona deaths is added. BUT, as time goes on, these deaths as well as all corona deaths will go through rigorously screening looking at autopsy reports etc. and then the deaths will be split between , deaths with corona and deaths due to corona. That will also have a impact on your mortality rate, obviously, lowering it.

fact remains that a government's job is the maintenance of infrastructure and not the health of it's citizens
more and more responsibility and therefore control
is being given to governments
