I called cops and spca when I heard the first screams and ran outside to see what is going on. It was not done in a backyard, was sommer done on the stoep. Cops eventually pitched and left, apparently the permit is in order. Spca was not interested, told me their hands are tied.

I think you should return the favour. Allow a few kgs of thrown out vegetables to rot in a dustbin outside.

When it's really ripe empty the dustbin on their front lawn or as close as you can get to their front door. Do this late at night so the flies have time to settle in.
