So let me try dumb it down a bit: "Prices must fall" means that prices are too high (you with me?). Being "too high" is not an empirical statement, it is value judgment - It is a subjective assessment, not an objective fact. "Too high" is *your* opinion on where prices should be relative to where they actually are. So prices must fall is not an observation, its an opinion

(The thing about newspapers/ articles is that they don't just canvass opinions- They put forward a view in the article itself and/or the headline (like you've done despite being too stupid to realize it))
