There already was a moratorium on any prosecutions by the Dept of Justice at the end of last year (Aug) where "it is legal" until the law passes.

It will be interesting to see how it plays out. The only people afraid of still being involved are those with the capital.
So for Instance the landlords that don't want the risk of their property being seized. The law would take that away.
Like the weed shops on every corner, could have a venue of sorts all over the place. Market could be flooded even with unemployed women scared of doing anything currently that was illicit. There doesn't seem to be talk of red light districts in the law.
