Hi. I'm not so sure. Don't think Home Affairs will be able to assist.
I think the best place would be the local authorities.

Municipalities are all corrupt and useless, but they should be able to help you. You buy the grave from them (they dig the graves as well) so they should have the records. Try the municipality where the grave is.

Home affairs will issue the death certificate. Then you take the death certificate to the funeral home. They will then arrange the cemetery and plot with the family. Home affairs would jus have record of the death. Not the burial place.
If it was an unclaimed body, the w would be buried in marked graces somewhere. You could get info on such locations from your local hospital..

Like Minime said, if you know what municipality the person was buried in. It could narrow it down. But given that it was a long time ago, if the info was not lost. It Could still be paper based and not digitised.
But if you know the municipality or town. You could draw up a list of cemeteries and ask them if they have a record of the person if you have the name, surname, date of birth and death. It could take a lot of your time. But you could get lucky.
