It's in the name: pre-exposure prophylaxis (PrEP). If taken after potential exposure then axiomatically it cannot be before exposure.
Post exposure prophylaxis (PEP) is taken for 28 days after exposure and requires an extra drug to aggressively stop the virus immediately after exposure, accordingly standard PrEP pills are not sufficient.
It is possible the ladies are using the incorrect term, or using the medication incorrectly, though I suspect they may already be on PrEP and have been advised to take an extra dose in the event of a potential exposure.
