Actually pulling out is quite effective for the 1st round. It is the 2nd round that is the problem. That is how the sperm gets into the precum, they are left overs remaining in the plumbing from the 1st round.

Your assumption that they test more than the average person would be correct but far from enough.
Mostly due to how the costs on those doctor visits can add up if you're not on a decent medical aid which your average SP definitely can't afford.
