good lord no. It's not exactly clear from OP's post what is going on, but there is a major difference between politely declining, and flat out refusing to accept. If she is flat out refusing, then it probably is more about him than the flowers. And if he's on here trying to figure out ways to circumvent her request, it seems quite clear that she's pretty steadfast in her refusal.

I would have thought that you of all people would understand not wanting anything to do with a particular client? (or should she follow your example and take the flowers and empty his wallet while she's at it)
