This is where you're mistaken. A blanket rule does not apply to sectional title schemes, if she works from one. More and more scheme are placing a cap on the number of free exit codes, and once you exceed that limit, you start being charged for them.
Back to the topic. If she charged ASASH for an exit code, she's wrong because no disclosure was made prior to the booking. She's also in the wrong for baiting him with certain agreed rates and reneging on that agreement.

I have never been charged for a exit code not when visiting nor have I been charged for codes when I lived/worked in code generating complex's.
I was simply speaking based on my personal experience like I normally do.
