That aside, back to the delectable Kate, while we don't have all the facts, my thinking is she became uncomfortable with the sheriff's overbearing attachment to her and his "stalking" and she decided to "get rid" of him, which she has succeeded in doing, albeit not in the appropriate way (if your/sheriff's account is taken as the truth) and even at risk of her being labelled a "scammer".
So look the sheriff in the eyes and tell him to move on, it's clear she wants nothing to do with him and he must accept the rejection and move on.

Just don't pay in advance ... then there won't be any issues down the line.
