Obviously you are. The fact that he says he's willing to forgive her for it, doesn't mean that somehow what she did never happened.
She scammed him, he's willing to let it go for the sake of a friendship he values. Seems pretty simple to me.

He was willing to let it go, in order to save the friendship. She's shown no sign of agreeing to that second bit.
He has said "I will do X, *if* she agrees to Y". She has NOT agreed to Y, and you're now saying "well, it makes no sense that he hasn't done X". You're not making any sense.
