Stupid banks don't have money to give me anymore. ATMs are empty all the time, when I try draw cash it's always saying insufficient funds. They must fill up ATMs more often to avoid this.

I have observed both ends on the pricing spectrum, some have chosen to decrease pricing to increase volume by enticing punters at lower income levels, while others have chosen to increase pricing to minimise number of contacts with the aim of Covid risk reduction. Both methodologies are focused at maintaining optimum and equilibrium revenue generation.
