Why are we assuming that the punter took R40k with him? As opposed to it being an out booking or something of the like ?
Fact is, based on an investigation this is clearly what was confirmed and the necessary action was taken.

Maybe he paid a dep for a few ladies to go on a hunting trip and they never pitched.
