I think he means don't commit to a lady before seeing her, as her photos could be misleading so come to HOE and see the ladies before making a booking.

I understand this. What Steve is saying is that at HOE you have the opportunity to see the lady in person before you make a booking as opposed to relying on some picture that may be photoshopped or very old photo that doesn't even resemble the lady concerned. At HoE you also have the opportunity to chat with the lady and discuss services before making your booking.
