Why link three articles?
Because it shoots down this is fake news arguments. It's not.

Essentially I can boil it down to this:

There isn't a formal moratorium according to some sources, there is one according to others.
Formalities or no. It means that the police cannot open new cases to prosecute.
So the police can arrest you (they would need a lot of proof) but they cannot charge you with a crime.
