I believe Is and Are are exactly the same thing. The same meaning basically and one should feel free to use them where ever they fit in. Like you use "Is" in a long sentence and you don't have allot of space to put in "Are"

If the subject is plural, the verb must be plural.
The subject "locals" is plural.
Therefore the verb must be "are", thus:
"Where are all the locals?"
