Wasn't saying they're in the majority. It's only the financially smart ones that would do so which is definitely the minority.

My point was that they're not doing it wrong if they pay tax. For the many reasons I mentioned, it's probably a very good thing for them to pay tax. Make no mistake, they're only declaring just enough income to meet the needs of those things they want to use the legal income for so the tax paid is minimal. Everything else is done in cash, undeclared, untaxed.

If you ever ran a construction project with proper compliance protocols you would know that all workers must have appropriate work permits if not citizens. DoL checks large scale sites.
